Provides overall Program Management and Business Development for DHS Eagle II contract. Centralized management for all DHS Eagle II projects and task orders. Manages DHS Eagle II Program Management Office (PMO). Provides guidance to project teams focus groups multifunctional teams and management in development of new applications and formulating contingency plans in areas such as schedule revisions manpower adjustments fund allocations and work requirements. Establishes executable baselines and manages program risks and opportunities in accordance with specific financial and operational obligations. Supports project teams to ensure objectives and contractual obligations are met while ethically conducting business in accordance with (IAW) sound business practices. Supports and participates in negotiations with prospective customers. Determines customer requirements and translates these requirements into operational plans. Determines monitors and reviews schedules staffing requirements and interdependencies among programs and contracts. Analyzes current situations and changes in major program scope to develop business plans strategy and targeted customer audience to achieve acceptance of new business opportunities. Develops customer and program enhancing partnerships with internal functional organizations such as contracts and procurement finance business development quality control human resources and administrative functions. Responsibilities will also include developing business relations with senior military and civilian executives to market LCI capabilities and identify additional business opportunities. - Plans organizes and directs the activities of personnel (and subcontractor personnel as appropriate) and teams supporting DHS Eagle II task orders
- Centralized repository clearing house and management for DHS Eagle II project policies procedures templates and other shared documentation. Identifies and implements processes and procedures that can be standardized across contracts
- Sets and adjusts priorities and prepares schedules; assigns work based on organizational priorities and consideration of difficulty and requirements of assignments such that experience training and abilities of staff are effectively and efficiently utilized to meet organizational and client needs; balances workload and provides advice guidance and direction on a wide range of contract and administrative issues
- Coordinates resources develops goals and integrates objectives across all projects administered by the PMO; researches analyzes interprets and applies guidelines in meeting business objectives
- Facilitates Integrated Process Teams Focus Groups and other cross functional teams to identify and enhance processes and programs
- Develops policies and procedures evaluates program goals and adjusts or redefines objectives necessitated by changes in program or mission support requirements revisions in operational concepts or introduction of new or revised system or item issues
- Responsible for project/program planning development and implementation of a comprehensive program management office that integrates several specialized contracts and service areas
- Leads the analysis development and documentation of programmatics acquisition strategic planning and resource requirements; provides justification and defense; and recommends enhancements
- Interfaces with Department of Homeland Security (DHS) customers at all levels to resolve issues
- Develops recommendations reports correspondence and presentations as needed and required
- Develops and maintains favorable working relationships with responsible individuals in staff support and operating activities
- Coordinates plans and schedules with other organizational managers and customers; identifies the need for changes in priorities and takes action to implement such changes
- Anticipates clients’ needs and recommends solutions to improve/expand services to their customers
- Develops and manages client processes and defines program goals and objectives utilizing best practices and standards
- Serves as the project`s liaison to process new employees in regards to facility security access credentials and computer system access
- Supports LCI`s Quality Program by ensuring contract deliverables are provided IAW applicable Government regulations and instructions
- Supports LCI`s Business Development office in developing new proposals and other contract opportunities often working as a team with other LCI staff. Contributes to the development and updating of the content of marketing materials such as past performance data brochures and the website
- Adheres to all LCI policies and procedures

- Bachelors or Masters degree in Computer Science Engineering or Business
- PMP Certification is preferred
- 10 years experience in managing technical systems/programs in support of government agencies to include demonstrated experience managing projects/programs and personnel in support of the Department of Homeland Security (DHS)
- Exceptional knowledge of the Department of Homeland Security (DHS) community

- Expert knowledge of full lifecycle development (system and software) and IT operations to include help desk operations
- Position requires substantial coordination and integration of a number of major work assignments projects or system program segments of professional scientific technical or administrative work
- Intermediate knowledge of associate methods and techniques such as contracting procedures/legal requirements cost analyses and budgets used with the Federal Government
- Knowledge of a wide range of project management theories concepts principles practices procedures policies standards and operational requirements
- Expert ability to communicate factual and procedural information clearly both orally and in writing to identify correct and/or coordinate actions required in providing needed service
- Highly proficient in business software applications (i.e. Microsoft Office – Outlook Word Excel Project and PowerPoint)
- Strong ability to lead guide and mentor personnel; and multi-task
- Strong communication skills both written and verbal and highly detail-oriented
