Position Summary
Program Manager is responsible for daily oversight and management of the Financial Support Services (FSS) Contract. The manager is responsible for hiring terminations performance reviews and overall management of all program personnel. Acts as a liaison to the government managers to ensure the work is done in a timely and efficient manner. Leads project management to ensure site objectives and contractual obligations are met in an ethical business manner. Provides guidance and sets clear expectations for the employees and has overall responsibility for the well being of on-site LCI employees and for maintaining a work environment free of threats harassment and intimidation. Responsible for timely and effective communications with site client contacts Prime Contractor and LCI`s Corporate Management.
Duties and Responsibilities
  • Manages the FSS program to ensure implementation and prescribed activities are executed in accordance with specified contract objectives
  • Anticipates customer requirements and recommends solutions to improve or expand customer support services
  • Gathers statistics and performs analysis across all functional areas
  • Responsible for the planning development and implementation of a comprehensive management program and the integration of several specialized product areas
  • Serves as the primary interface between LCI`s Corporate Team and on-site LCI personnel for Administrative Quality Safety and Business Services matters
  • Works closely and guides supervisor`s monitoring of employee`s work and employee documentation (time and attendance approved overtime assigned tasks leave requests travel requests and timesheet approvals) etc.
  • Processes new employees through the required personal security process to obtain the required access
  • Maintains and updates employee database; provides continuous timely updates to LCI`s Contract Administration and Human Resources functions to include timely performance appraisal of contract supervisors
  • Provides timely monthly Manager`s report to LCI`s COO to include organizational chart and programmatic metrics
  • Serves as the liaison with FAA`s Security Office Contracting Officer Contracting Officer`s Technical Representative for facility access badges/documents and computer systems access/equipment
  • Serves as LCI`s Quality Control site coordinator; to ensure contract deliverables are provided in accordance with applicable Government regulations and instructions
  • Manages LCI`s Employee Recognition Program Quarterly Performance Award Program and promotes Employee participation
Education and Experience
  • Bachelor`s Degree Business Management Accounting or related fields
  • Minimum of 5 years of project management experience
  • Federal Aviation Administration/Department of Transportation experience highly desired
  • PMP Certification Preferred
Skills and Certifications
  • Proficient in MS Office products; specifically MS Word MS Excel MS PowerPoint and MS Project
  • Strong demonstrated leadership and management skills
  • Ability to provide leadership counsel conduct motivational and constructive performance reviews with subordinate personnel and to secure their respective commitment to the project`s goals and objectives
  • Ability to effectively plan assign direct and evaluate the team`s work/deliverables
  • Ability to establish and maintain effective working relationships with the public the client other contractors and other LCI team members
  • Outstanding ability to effectively and efficiently communicate and express information/ideas; both orally and written
  • Strong ability to prepare informative narratives and financial reports and to deliver persuasive succinct presentations to senior management clients and others organizations as required
  • Outstanding organization skills and the ability to remain flexible and effective under pressure in a fast paced environment are highly desirable
