Telecommunications Management/Support

LCI has considerable experience in the development of telecommunication network and system transition plans including roles, responsibilities, procedures, milestones, deliverables, funding, and budget requirements. LCI has played critical roles on installation and maintenance teams, performing site preparation, power, wiring, grounding/bounding, minor construction, extensive antenna repair/replacement, state-of-the-art lightning protection, spares provisioning, and HVAC for leased and owned telecommunications network and system equipment. Our experience also includes detailed coordination with local communication service providers, Government agencies, field customers, and various commercial vendors.

Specifically, LCI worked closely with Government personnel to decommission old, purely analog, stand-alone facilities with long haul connections to the Defense Switched Network and command and control centers; and shorter haul circuits interconnecting radio station control sites, transmit sites, and receive sites. Throughout the decommissioning of the legacy systems, LCI helped establish the necessary interconnectivity to establish a fully integrated global radio network with an Internet protocol remote control infrastructure.

Agile Software Development Life Cycle Expertise

LCI has been providing Agile software solutions for over a decade to federal civilian and department of defense agencies. We leverage our unique blend of Agile development expertise and CMMI® process-oriented engineering approach to deliver fully compliant, customer focused solutions. We provide expertise to customer Project Management Offices (PMOs) and have a highly qualified staff of Project Managers who hold PMP, ScrumMaster, and Agile Practitioner certifications.

Our Project Managers play critical roles in Agile full lifecycle development. We provide leadership, coaching and training to team members and stakeholders, and offer cost-effective management. Our Project Managers follow Agile and PMBOK practices and principles to efficiently manage all aspects of cost, schedule, and performance. We use Earned Value Management (EVM) practices to monitor and report project costs and indicators. We schedule, develop, and manage the delivery of all project artifacts; conduct meetings, JAD Sessions, and formal program reviews; coordinate activities with development team members, customers, and stakeholders, and support enterprise level projects across organizations and geographic regions.

We are well-versed in a variety of project management and portfolio management tools, to include Microsoft Project Server, Microsoft SharePoint, Jira, Confluence, and other communications and monitoring products. Our projects range from highly complex endeavors (supporting many organizations and agencies across the country and around the world, implementing enterprise level systems using established web services, using several programming languages/platforms/technologies, and drawing data from multiple data sources and locations) to small but critical legacy migration applications that require significant reverse engineering and upgrades of toolsets and technologies.

LCI has a long history in providing process improvement, training, and coaching to our customers and our personnel. We have demonstrated our expertise to customers in both federal civilian and military organizations, to include CMMI® process area analysis, process development, and process refinement, and development of Agile-based Software Development Lifecycle (SDLC) processes, policies, templates, and full suites of project documentation, as well as implementation of enterprise-wide scheduling and tracking tools to support project management, error tracking, customer requests, time management, budgeting, and configuration control. LCI’s own CMMI® Level 3 v1.3 rated Software Engineering Process is fully integrated with the Agile methodology, and we have leveraged that expertise to help our customers establish and refine their organizations’ software engineering process.
